House of Zakat and Waqf Uganda has received financing in the amount of ID 90,226 (Islamic Dinar Ninety Thousands two Hundred Twenty Six), approximately USD 120,000 (United States Dollar One Hundred and Twenty Thousand equivalent) from the Islamic Development Bank toward the cost of the “Islamic Finance Grant Program to build a sustainable Islamic Social Finance Ecosystem in Uganda”, and it intends to apply part of the proceeds to payments for consulting services to be procured under this project. House of Zakat and Waqf Uganda (HoZWU) will jointly finance this Project.
The Grant aims to upgrade and enhance the knowledge and skills of HoZWU, to better serve the Muslim Community in Uganda. Hence, the urgent need for an extensive study to upgrade HoZWU, particularly in terms of good practices and use of new technologies.
The objective of the Project is to develop the Islamic Social Finance sector in Uganda by performing a study on the status of Social Finance in Uganda and the way forward to upgrade the House of Zakat and Waqf Uganda (HoZWU) in Uganda. Once HoZWU is further enabled, it will help prosper the Islamic Social Finance in the country.
The Project will include the following components:
- Study on the Islamic Social Finance in Uganda
• A comprehensive assessment of the Islamic social finance sector in Uganda including all stakeholders, government, public, private, and philanthropic donors, beneficiaries etc.
• SWOT analysis of the Islamic Social Finance Sector in Uganda.
• Assessment of the Regulation.
• Upgrade the regulatory system for nonprofit organization.
- Study to Develop and Upgrade HZWU
• Current and future state assessment of HZWU.
• Roadmap for the development and upgrading of HZWU.
•Policy and procedure manual(s) capturing best practices in the collection, management and distribution of Zakat and Awqaf.

- Capacity Building for HoZWU Staff
• Capacity Building for HoZWU management team.
Consulting services financed by the Islamic Development Bank under the subject grant will be selected in accordance with the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing (April 2019, revised in February 2023) and is open to all eligible bidders as defined in the guidelines.
